Another Reason to Love Your Homer Library…
Effective April 1, 2020 – FINE FREE!
Homer Twp. Library will no longer charge late fees for Homer Library items. All late fees will be waived for most materials!
Why Fine Free?
No one likes library fines, not customers, not staff. Fine free allows us to:
- Improve customer service
- Foster goodwill in the community
- Increase interest and library usage
- Remove financial barriers to library use
- Allow extra time when life is complicated
It’s that simple. There are better ways of encouraging people to return items on time rather than to impose financial penalties. Note: Wi-fi HotSpots, inter-library loans, equipment, etc. are excluded from being fine-free.
Important to Note
“No fines” does not mean “no due dates.” Materials are expected to be returned on time. Reminders and overdue notices will still be sent out. The incentive to return an item is what it has always been: if you don’t return it, you’ll have to pay for it or check out privileges will be suspended. People generally understand that public libraries are about lending, not keeping. If you lose materials or return items with damage, you'll still need to pay the replacement cost.
Enhanced Customer Service
Homer Library is well-known for its friendly and excellent customer service. This initiative is a further investment in customer service. Staff will be more available to assist you.
How will Customers be Encouraged to Return Materials?
The frequency of notices to return items will increase. Customers will receive overdue notices at 7, 14, 21 and 30 days overdue. When an item is 44 days overdue, the customer’s account will be suspended and an invoice for the cost of the item will go out. This means no new checkouts until the overdue item is returned or paid for. We think this is better than worrying about a late fee, and still encourages return of items. Replacement fees for damaged/lost items will remain the responsibility of the customer.
There are several ways to manage your account so that materials do not become overdue. Sign up for email notification at checkout. You will receive email notices for holds ready for pick up, and courtesy reminders for items on your account that will be due.

What If a Homer Library Cardholder Checks Out Materials at Another Library?
If you use your library card at a neighboring library, Homer Twp. cardholders will be charged overdue fines according to that library’s overdue policies. The new fine-free program applies to materials owned by the Homer Twp. Public Library, whether borrowed by a resident cardholder or a borrower with a card from another library. Consequences for losing, damaging or not returning items remain a customer’s responsibility.
Plan of Action
Through March: details being finalized, old fines removed, everyone starts fresh! On April 1st, the library goes Fine Free – no April Fools here! Fine Free applies to most items; except Wi-fi HotSpots, equipment, inter-library loans, etc.
